Morning News Round-Up — 11.30.09: Tryptophan Hang-Over Edition…

Grab a chair, this Round-Up is long and include some things that the powers-that-be probably wanted you to miss last week…

Over the long weekend we learned that San Jose Police have a written policy requiring a specially trained officer to be on the scene for “known or suspected” calls involving the mentally ill. Assistant Police Chief Daniel Katz dismissed the policy saying “a (trained) officer wouldn’t have made a difference” in the police shooting of Daniel Pham. Last week Police trainer Teresa Jeglum told reporters a “staffing shortage” kept specially trained officers away and no automatic trigger existed to send such officers. This was a good story to get out over the long weekend…

And here is a story that the newspaper buried over the weekend: San Jose Police Officer Steven Payne Tasered not only San Jose State student Phuong Ho but (apparently) Officer Payne’s Taser was busy zapping 3 others over a 10 week period. Use of force expert Mark Harrison says Payne’s zap-happiness “boils down to poor leadership.” Which brings us to this piece from Malcolm Gladwell about how a very few bad apples can affect a Police Department’s stature in the community and account for a big number of use of force incidents. His example is LA and worth a read…

The Merc’s Editorial Board says police and community groups could be missing an opportunity to talk about how to do things differently the next time a mentally ill person stands in front of a loaded gun.

Also on the minds of the Merc’s Editorial Board — sending kudos to San Jose Police for capturing the gang members shooting children on Halloween. The Editorial Board remembers gang violence runs in cycles and the meetings between Police and community groups is a good first step.

The Chronicle’s Matier and Ross love writing stories about the 49ers and the A’s moving to the South Bay… and the past few days have been no different. They got this piece about how there is “No O in A’s“… And then this in today’s paper: Senator Boxer and her (politically ambitious) son Doug are lobbying Major League Baseball to keep the A’s in Oakland. Perhaps this would be a good time for Senate Candidate Fiorina to chime in on San Jose’s behalf?…

Another story you may have missed over the long week: San Jose City Councilmember Pete Constant misses many, many, many meetings. More than Councilmember Nora Campos (who had a baby) and Vice Mayor Judy Chirco (who had cancer treatment)… For you Councilmember Constant:

Owners of million (plus) dollar homes in San Jose’s Evergreen are pissed about plans for more neighbors. Count on Sateesh Lele to show up at San Jose’s City Council meeting this week to argue more neighbors will “degrade” the “investment (they) made in (their) quality of life.” Right, because there is currently no traffic in Evergreen that could possibly degrade anyone’s quality of life…

It was 1998 when Congress approved millions to buy land for a new Federal courthouse in San Jose. The Feds will reportedly make a decision from the short list next year. San Jose Councilmember Sam Liccardo suggests the empty/new Sobrato building would keep the Feds happy by keeping the courthouse downtown. U.S. District Judge Jeremy Fogel was (apparently) feeling snippy when he said “we want a courthouse and want to get this done.” The problem there is after selection, they need another $100 million from the Feds. Perhaps Mayor Reed’s plea for stimulus money could include another $100 million?

The Merc’s Scott Herhold was amused to find San Jose Councilmember/ outsourcing champion/ tech geek Pierluigi Oliverio voting against a tech tool San Jose Libraries have been using (courtesy of a State grant). Head Librarian Jane Light offers “we know we have a need (for tutoring), and the use is quite high.” Herhold completes the thought with “…teaching kids might come to the top of the (spending) list.”

Thanksgiving weekends are all about the sports… Santa Clara County Supervisor Dave Cortese is spending time on the road convincing local City Councils to support the San Jose A’s. Former Santa Clara City Councilmember Lisa Gillmor hired political heavyweights Ed McGovern and Jude Barry to win voters over to the 49ers team…

Perhaps the 49ers political folks would like to know this: Willie Brown was lunching at a very fancy San Francisco establishment with Jed York, the 49ers President… hmmm…

GOP gubernatorial wannabe’s Steve Poizner and Meg Whitman are trading a lot more than barbs. Seems Poizner’s (former) consultant joined the Whitman team. Pissed off Poizner-ites leaked memos are hoping to discredit the consultant by showing off his calls for Poizner to learn Spanish, win over the right and bring on the policy wonks.

Keeping an eye on local government meetings will be easy this week, thanks to the Merc

  • The Campbell Union School District Measure H Oversight Committee will double check expenditures and construction.
  • The Los Gatos Union School District gets an update on property tax revenues.
  • Sunnyvale’s City Council hears about the possibility of using City funds to help combat graffiti on private property.
  • In Monte Sereno, the City Council will consider joining the CaliforniaFIRST “clean energy” financing effort.

Good morning and welcome back loyal readers. Watch Dog is sure that our watching eyes missed some stories over the holiday. Heck, what better time to release crappy news than over Thanksgiving weekend? If we missed things, please let us know.

And this was something that Pacific Riptide thinks the City of Pacifica was trying to slip by Pacificans: A Community Forum on Solid Waste Disposal set for tonight. If you want folks to not know about and not attend a Community Forum, there is perhaps no better time to schedule such a Forum than the Monday after Thanksgiving. Unless, of course, you want to schedule it sometime between Christmas and New Years… Kudos Riptide for keeping a good look-out…

Here is something that is long overdue — the County is revamping an ethics review panel. This surely has nothing to do with San Mateo County havin a Sheriff who was found at a brothel and is running unopposed for reelection…

Speaking of Sheriffs… if you were out driving around this holiday weekend you probably saw dozens and dozens of police stopping cars. The result, DUI arrests were up slightly versus last year.

It is Monday and Monday is Sue Lempert’s day in the Daily Journal… she goes into giving, including a piece about her own childhood appearance in a newspaper. Here’s to you Sue for figuring out a way to mention lollipops and Ayn Rand in the same column…

Some day you might be able to bike up and down San Mateo… safely. That’s part of San Mateo’s plan anyway.

Citizens of Woodside gave us their own version of a Round-Up — but their Round-Up is of the Woodside Cowncil meeting… from October…

And finally, a sad note: A man from Walnut Creek died when his sailboat capsized off of Pillar Point this holiday weekend. Sad.

Morning News Round-Up — 11.25.09: A Very Broccoli Thanksgiving…

Hitting the pages today news that State Senator Abel Maldonado has his fingers crossed for confirmation as Lt. Governor. The Merc’s Editorial Board chimes in their support for Maldonado calling it “progress for Californians.” And progress for broccoli too…

Now, the real question, which Watch Dog has been talking about even if no one else is: Is Pat Dando taking this extra long weekend to make a decisions about her future political career?

San Jose hasn’t been the “safest” big city since 2006 and now trails New York as 4th safest in the land. Mayor Chuck Reed remains committed to regaining the title as Assistant Police Chief Dan Katz reminds San Joseans “we’re the safest big city in California.”

And if San Jose is ever going to move up that silly list again, it may be with a new Police Chief. At least that’s what some folks would like to see. With San Jose’s City Hall as a backdrop, “based on the questions… (we) ask that (Dolores Carr) convene an open grand jury…” asked Asian Law Alliance’s Richard Konda’s at a press conference with more than 15 other community groups. Police Chief Rob Davis asked Sgt. Ronnie Lopez to send an email saying his door was open and he was disappointed. Because nothing says “open door” like an email sent through a spokesperson through the media…

Convinced that continuing the conversation about police use of force is the best PR strategy… San Jose Police Officers Association Vice President George Beattie was “bothered” after re-reading the Merc’s use of force story. Beattie takes issue with the implication that force is common practice and that “minor infractions” are always safe.

Santa Clara Vice Mayor Jamie Matthews is keeping his inner-Yahoo under wraps (for now) to be “sensitive” to neighbor Sunnyvale. If Yahoo’s plans work out they’ll ditch Sunnyvale to be near the Silicon Valley 49ers – in Santa Clara.

Mountain View Police credit extra feet on the street from the Gang Suppression Team and a “zero tolerance” attitude towards underage drinking for a decrease in gang violence. That probably all helped… but also the fact that they are in Mountain View probably has something to do with it…

The Mountain View-Whisman School District yanked a discussion on special education teacher cuts before the meeting, at the request of the teachers union. Parents were pissed about a lack of “transparency” as cuts turned into part-time positions.

San Jose Insides Joseph DiSalvo sends his appreciation to teachers in schools as well as those in his life. Before heading off to enjoy his holiday repast DiSalvo closes by poking Inside readers “the division and the rancor of the discourse bordering on the personal on SJI is very distressing to me…” Perhaps he should have read the blog he posts on before agreeing to posting weekly. You think the personal stuff is bad now, DiSalvo should have read Inside during the 2006 Mayoral race…

Some elected officials in San Mateo are taking paycuts (hint: Jerry Hill) while others are getting raises… (Thank you for the press release Nathan. For the rest of you media-relations types, here is our email.)

And some are committing crimes…

Daly City Councilwoman Maggie Gomez is in the hot seat… San Mateo County District Attorney’s Office has filed 12 counts of felony insurance and workers’ compensation fraud. Her only defense thus far: “If you put something like this in the paper, I suggest you take the time to make sure it’s true.” It is kind of awesome when there is a mug-shot of an elected official in the newspaper…

Jurors heard the final stage of closing arguments Tuesday morning in the trial of a man accused of fatally shooting East Palo Alto Police Officer Richard May in 2006.

County officials are trying hard to restrict firearms and ammunition dealers. Good plan considering 113 San Mateo County residents under the age of 21 were killed by gunfire between 1991 and 2007.

Burlingame voters will decide whether to renew a $180-parcel tax for schools. Trustees have made it clear that not passing this would be devastating…. does that ring a bell?

More homes + more cars = more traffic… in San Mateo.

Menlo Park residents are accusing Police of stepping up parking patrols to garner more money for the City during this recession. One small detail… the City collected about $253,000 from parking tickets last year but only $227,000 in 2008-09. Maybe the SUVs are fitting into the spaces a lot better this year…

And the recount has arrived… El Granada resident and Granada Sanitary District Board candidate Lisa McCaffrey is requesting a recount in the Nov. 4 election. The rumor that Kevin Spacey is on his way to the County Building is untrue

A woman was struck and killed by a car in Redwood City early yesterday morning moments after she struck a parked construction truck herself on southbound Bay Road. Careful out there folks as the long weekend takes shape…

San Mateo County Times columnist John Horgan admits that living on the Peninsula ain’t no bed of roses. Blasphemy!

Watch your back… crime is up in Belmont. Specifically, assaults and burglaries. Can neighborhood watches be far behind? But crime could be worse if you live in San Mateo or Daly City. According to a new report, crime rates rankings in both cities.

And here is a good time to welcome the new Police Chief of Daly City… who is leaving San Jose as that department faces tough times…

The former Chuck E. Cheese employee prosecutors convicted of helping another man rob his boss after hours by taking the man’s identification and threatening to kill his family was sentenced to seven years prison.

Multiple party-goers reportedly attacked a Half Moon Bay Police Officer and tried to steal his gun while he was trying to break up a fight at a crowded quinceañera party on Saturday night. Balls. That never happens on MTV

The Governator loves Jay Leno, his first time in Leno’s guest chair he announced his candidacy in the epic Recall Election of 2003. For Schwarzenegger’s second act, he brought the news that (a small sliver of) Silicon Valley will face a special election because State Senator Abel Maldonado to replace Lt. Governor John Garamendi. That is, if he can get past the confirmation hearings. State Senator/ Lt. Governor wannabe Dean Florez doubts Maldonado will be confirmed. An unconfirmed (ok… made-up) report has Pat Dando polishing up her resume and kicking the renters out of her Sacramento condo

Another day, another School District under fire. San Jose Evergreen Community College Chancellor Rosa Perez decided to retire for health reasons shortly after ABC 7’s I-Team asked to talk about her outfitting her home office, hiring her partner, and lavish travel around the world. Trustee/ Board President Randy Okamura grimly defended decisions to travel to Vietnam and Thailand to recruit students to the financially challenged district. (As if the school isn’t bursting at the seams…) Perhaps former East Side Union High School District Superintendent Bob Nunez could take her out for coffee and offer some advice with how to deal with situations like this…

While San Jose Evergreen’s troubles headline for the first time… the Merc’s Editorial Board spanks Santa Clara Unified for reinforcing sexual stereotypes, ignoring sexual harassment of students, and welcoming “Broom Closet Modeling Agency’s” Joe Miller into a (cush) District job. The Editorial wonders if Miller’s escapades would have been ignored were it not for teacher/ pedophile Edward Slate’s arrest for having sex with a student… A renewed call for a change in culture is put forth… Miller did not say, “Now I can recruit kids to work for me on all the campuses…”

We missed this in yesterday’s Round-Up… Firefighter Union chief Randy Sekany penned an OpEd in the Merc agreeing (sort of) with Councilmember Pierluigi Oliverio… He said if PO wants to negotiation all union contracts in public, make all government contract negotiations public too. That might make San Jose City Council meetings worth attending…

The parents of one of the boys hospitalized following a Halloween attack spoke out for the first time. Yesenia and Samuel Contreras said their son was a smart, talkative boy before being shot by gang members. Police and the teachers at the boy’s school are fundraising to help cover escalating bills.

The Merc’s Editorial Board unleashes their inner-arborist saying room for 90,000 trees in San Jose is an opportunity. Apparently these arborists did a little home resale sleuthing to remind doubters that tree-lined streets increase those sinking home prices.

Morgan Hill’s new school Superintendent Dr. Wesley Smith watched kids practice fractions and met with parents… including parents pissed off at Smith’s non-Latino heritage. Smith took it in stride and aims for bilingual meetings where he hopes to “give people a voice.”

Gilroy parents are also pissed… After learning El Roble Elementary School custodians clean up knives, condoms, and drugs from the playground. Would the parents prefer the custodians leave them there? Or better yet, would parents prefer the custodians recruit their kids to model?

Mountain View’s Castro Street saw the arrest of teenagers kiting checks and hanging out with gun-toting felons. Police say 3 teens from Concord and Hayward borrowed daddy’s car for a joy ride to Mountain View with a bulletproof vest and handgun locked in the trunk. Kids, it is Mountain View, you probably could have left the bulletproof vest at home…

An “extremely intoxicated” Mountain View man was beaten and robbed of $40 according to Mountain View police spokesperson Liz Wylie who added that while it doesn’t appear to be gang related.

In the animal cruelty department, Gilroy rescue-pooch Sammy was mauled and killed by the neighbors pit bull and bulldog. Michael Vick has no comment…

And this just pissed Watch Dog off to no end… you remember last week Carly Fiorina had coffee with the Washington press corps and she questioned, while pandering, the science behind global warming. Apparently Fiorina is now the queen of science as she bashes the health reform bill being discussed in Washington…

As of Friday morning Redwood City Police had arrested six Sequoia High School students in connection with beating a classmate. Police say it is gang-related. Good thing this is a short week of school…

Belmont-Redwood Shores Elementary School District struggles with too many kids to educate and not enough schools. Which seems to be a trend countywide… perhaps there is an economy-based flee from private schools?

Here is how the San Mateo-Foster City Elementary School District solves its budget problems: a seven-year renewal of a parcel tax with a $96 increase — to about $180 — will go before voters in February.

Another pressing example of all demand and no supply… local charities are limping along with fewer donations than previous years. Please help!

Gary M. Lampert, 58, an attorney from Atherton died in a crash of a single-engine airplane in Watsonville on Saturday.

Seems Pacifica has it’s own ‘S-curve”… Another big rig-tractor smashes into a Pacifica home along Manor Way. Thankfully nobody was hurt. This also seems to be a trend in the County… A woman pulled into a fruit stand in Half Moon Bay on Friday… literally. Take a look at the photo.

A little Thanksgiving vignette… A group of neighbors banded together to change a law that currently bans chickens and turkeys in a hamlet of Hillsborough.

The 2007 Highway 101 shooter got 40 years to life on Friday. Just in time for turkey in prison…

In an unrelated crime note, a 20 year old was shot and killed in EPA on Thursday afternoon in a drive-by shooting… Related or unrelated to that drive-by, there was another apparent drive-by shooting in Menlo Park on Friday

Here we go again, a DUI checkpoint in Redwood City is slated for Saturday night, November 28th. Can a huge political dust-up be far behind?

Speaking of political dust-ups… the EPA City Council censured Councilmember Peter Evans… again. This time because he called a City employee incompetent in public. Apparently, one can only call a City employee incompetent behind closed-doors…

Morning News Round-Up — 11.23.09: San Jose = Agrestic?

It seems someone at the Chronicle is finally paying attention to what happens south of SFO. Last week it was this story, this week it is Matier & Ross getting into the action talking about how a 2-team option is included in the 49er’s Environmental Impact Report that was passed unanimously by the Santa Clara Planning Commission. (Thank you very friendly Mr./Ms. Anonymous…)

San Jose usually loves being unique, but this is not be one of those times. Sunday’s headline on the MercS.J. Strategy in mental disturbances questioned.” Those pesky paper-sellers chatted up police in New York and Memphis to learn how officers with mental health training are sent when mental illness is a factor in dispatch calls. San Jose Police Sgt. Teresa Jeglum says SJPD doesn’t “have the staffing for an automatic trigger.” Probably not the best choice of words Sgt. Jeglum when responding to a story about a Police shooting…

Keeping up with San Jose Police Chief Rob Davis, the Merc’s Scott Herhold suggests there’s a growing rift between Mayor Reed and Davis due to “pratfalls” (the shooting of Daniel Pham), “personnel” and “politics.” Herhold pokes at Davis for keeping even his SJPD start date a state secret. With a little sleuthing, Herhold learns Davis can officially ditch San Jose with a pension over $200,000 October 24, 2010. For those of you who like to keep count, October 24th is 11 months from tomorrow… and from what our folks on the 18th floor tell us, that is going to be a loooooong 11 months for the Chief.

Let the mud fly. Silicon Valley’s GOP gubernatorial wannabe’s are getting their YouTube experience early as they slap each other around in an early war of the words. According to the Merc’s Internal Affairs a recent Merc story drew claws from the teams of Steve Poizner and Meg Whitman. At least these two will be prepared for the childish games in Sacramento should either of them beat Jerry Brown…

San Jose Mayor Chuck Reed hopes to freeze Redevelopment Agency spending, slicing Redevelopment chief Harry Mavrogenes budget of $132 million. Reed also supports alternatives to dishing the $58 million owed to the County, like handing over the keys to the former City Hall, saying “their obligations are subordinate…” County Executive Jeff Smith is unlikely to go along “the fact they are overleveraged… is a problem we didn’t create.”

While Gilroy tries to shut down their defiant pot shop, San Jose gears up to write the rules to set out the “Open 4(20) Business” sign. Despite Mayor Chuck Reed’s reminder, pot shops are not (yet) legal in San Jose — even if San Jose sometimes looks like Agrestic.

The Merc’s Joe Rodriguez visited an East San Jose neighborhood in search of answers. Why were trick-or-treating children attacked by Sureno gang members who were barely old enough to drive?

Judge Edward Lee loves his new “Soviet-bloc-style” courthouse in Morgan Hill, in spite of the smell of sewage, a flooded parking lot, a messed up sound system, an unusable jury room, and a door that won’t close. Lee admits there are “minor quirks” staff “has put up with” but is confident the County can fix problems not covered under warranty. This is the story that keeps on giving…

The week kicks off with the obligatory Carr/Rosen moment-by-moment campaign reporting. This week’s update: the two work on different floors in the County building… Thank you Internal Affairs for that critical bit of information. Internal Affairs could also barely contain themselves after learning Palo Alto marketing firm Global Fluency wasn’t as fluent on the local media. It seems the Merc received a pitch to cover the (apparently) unknown berg of San Jose. Mayor Reed’s spokesperson Michelle McGurk sniffed “a pitch like this to the local paper is not something I consider a priority.” Unless it is part of her own job…

  • The Mountain View – Los Altos High School District talks employee contracts.
  • Santa Clara Unified School District considers class-size reduction and converting the old Agnews Hospital to school grounds.

The 56-year-old South San Francisco man prosecutors say bit off his wife’s bottom lip
has been deemed competent to stand trial. Ummm…really?

One in six American adults is in need of food, the highest it’s been in 14 years, according to the U.S. Department of Agriculture. Please help your local food bank this year.

People want to know why they are paying more for electricity this year. We’ll give them one guess and it’s not smart meters or is it?

The Coastside’s Big Wave project made some waves at a recent public hearing. Watch for the break.

San Bruno has a change of heart over South San Francisco’s plan for a huge shopping center next door. Of course, San Bruno was paid $300,000 in pedestrian improvements. Hmmm…

A sad day for Menlo Park….residents remember six-year-old Lisa Xavier who was recently killed in a hit and run car accident.
